In 2013, the APTIKOM National Coordination Meeting was held in Medan, one of the results of the decision was that Diponegoro University was assessed and appointed to organize a Doctoral Education Program in the field of informatics and computers. This is based on thinking with the number of study programs in the field of informatics and computers growing in Indonesia, however currently there are only 5 doctoral study programs in Indonesia. The APTIKOM National Coordination Meeting delegation conveyed the mandate to Diponegoro University and immediately formed a study program establishment team. At first a team was formed at the Faculty of Mathematics and Natural Sciences (now the Faculty of Science and Mathematics), along with its development and consideration, the establishment was transferred to the Graduate School. This is based on the consideration of the establishment of the Master of Information Systems Study Program which was established in 2007 and has been accredited with an A grade.

With the support of the Dean of the Postgraduate School at that time Prof. Dr. Ir. Purwanto, DEA and three professors of Diponegoro University, namely Prof. Drs.
